Description of changes

Addition of glc runoff enthalpy fluxes in CESM.

Specific notes

The recent separation of river runoff (rofi and rofl) and land ice runoff (rofi_glc and rofl_glc) requires calculating and exporting the heat content associated with glc runoffs from the mediator to the ocean. This pull request introduces the following fluxes to address this requirement: Foxx_hrofl_glc and Foxx_hrofi_glc. However, because river runoff (rof) and land ice runoff are still merged in the mediator, these new fluxes are currently computed and exported as 0.0. Once the runoff fields are fully separated, these fluxes should be validated to ensure they are computed accurately.
